Can we ensure that Content Negotiation works?

One of the things I like about Greg's PROPFIND discovery proposal is 
that it makes it possible to associate feeds and entries with HTML 
representations, and possibly have them reside at the same URI, if that 
makes sense (it may not). At this time, I don't agree with Greg about 
Auto Discovery, but it got me thinking.

It would be nice for people to be able to stick their 
FeedURI/IntrospectionFile/WhateverWeDecideOn at the site root, if they 
want to. Does it make sense to recommend that Atom Protocol clients send 
an "Accept: application/atom+xml" header to ensure that they get an Atom 
representation?
