I was under the impression that you liked to discuss things in terms of
concrete implementations [0]. The WebDAV spec is done, and there are
numerous compliant implementations. It's very likely the operating
system you are using is a Level-2 client.
If there are serious problems with WebDAV, it should be trivial to point
them out.
The one objection you did raise was that WebDAV imposes a hierarchical
structure on collections, which I don't consider to be a valid
criticism. You are free to show the WG implementations that require the
flexibility that "unconstrained URIs" bring us. One piece of
infrastructure that does assume such a hierarchy is HTTP authentication
("protection space").
