Given the markup, I would rewrite along the lines of

3.4 Category Service

The Category Service allows...

and so on.  The word "resource" is a distraction.  These things are 
services, best thought of services, and the URIs identify the services. 
 Only web architecture wankers worry about resources. -Tim
