Uh, I thought you were suggesting MOVE could be accomplished with

I don't think the semantics of MOVE are clear if we allow any URI 
anywhere. That means someone would need to define how a MOVE happens in 
relation to an APP collection, whatever that might be. Of course, if 
they need to do that, we will have fallen down that slippery slope of 
reinventing everything in DAV for no reason apart from "free URIs", 
which we don't actually need.
