issue: http vs. https, IRI

Since we can "expect the pub:edit values to be usable as ids"[0], are 
clients to consider the resource identified by pub:edit or @href or 
whatever to be equivalent when they differ only by scheme?

"http://example.org/foo";
"https://example.org/foo";

Also, are IRIs allowed?
