I don't see any problem with citing a W3C Note, as long as it is a clear spec.
Just because something isn't a "capital S Standard" doesn't make it disappear.
Good ol' Ethernet was never a real standard, just a published agreement 
between Digital, Intel, and Xerox (the "DIX" specification). Then there
are Netscape HTTP cookies, and so on.
