Both values should be the same part of speech. I take "draft" to be
a noun (or adjective) here, so use "published".
Since this is a state, a noun or adjective is appropriate. Let's not
describe it as a command, "should be published". Perhaps "available for
publication" or "publication is allowed".
I still can't remember the three kinds of lists in LaTeX. One of them
is a verb, but is it "enumerate" or "describe"? Let's not make that
mistake again.
