I've written up an alternate version of the basic protocol.

Joe wanted to include some of this material in protocol-03, but I didn't 
feel it was done, and there were other process concerns about it. This 
is not a fork--I want to incorporate aspects of this draft and 
protocol-03 in future versions of the protocol draft. I don't intend to 
maintain this branch.

Notes:

   * Uses Atom Feed Documents to represent collections
   * Uses a header for queries, rather than a custom range
   * Alterations to the Service Description document
   * Incorporates SOAP 1.2 in line
   * GET/POST/PUT/DELETE are specified in general in the model, but not
     specifically in the functional specification (TBD)
   * It would be easy to provide hyperlinkable URIs in the
     Content-Location entity header

I'll be submitting this as an I-D shortly, but I thought I would give 
the list a look first.
