I'm afraid I don't understand the proposal.  What does a response look 
like? Why is that SHOULD there? In what situations would ignoring the 
SHOULD be OK?

Let's take "trackback" as an example. Trackback is a remote commenting 
protocol that relies on parsing RDF/XML embedded in HTML comments that 
also matches a given regular expression. This is not something I would 
expect to find in APP core.
