Resource locks

Hi atom-protocol

I'm an engineer at Macromedia working on web authoring tools.  I'm
investigating Atom and I have a question about resource locks.  As it
stands, the Atom draft has no mention of resource locks.  There have
been some minor discussions regarding resource locks in atom-protocol,
but nothing definitive (at least that I could find):

What is the general consensus regarding resource locks in Atom?  Is this
