Forget client, forget server. Think "user".

The atom format spec is pretty clear that the "publisher" (whatever/whoever
that is) makes a *discretionary* choice of whether the update is
"significant" or not. Machines can't make that choice.

I get your point as to which machine is to generate the timestamp though ...
so maybe what is some control element to signal this update is
"significant", same as we want something to signal whether this entry is
"draft" or not.
