I get your point as to which machine is to generate the timestamp though ...
so maybe what is some control element to signal this update is
"significant", same as we want something to signal whether this entry is
"draft" or not.

I think such a control element would be a reasonable idea. Given that the feed format explicitly calls out the notion of "publisher intention", you'd expect the publishing protocol to have a way of expressing it. Feel a Pace coming on, Eric?
