Finding: PacePubStatusResource, PaceControlResource, PaceCollectionProcess

There was a lot of discussion around PacePubStatusResource and  
PaceControlResource, and it seemed friendly and constructive.   
Furthermore, I have already noted that there seems a lot of support  
for at least "draft=yes/no" and perhaps markup-style.

However, none of these Paces, as they stand, can be said to command  
consensus support.  Rather than sending them back to "Need to  
revisit", I think we should close them, then I would invite the  
authors to consider merging them, re-writing them, or coming up with  
a new proposal.

PaceCollectionProcess got exactly zero commentary, pro or con, and  
I'm not ready to condemn it on that basis.  Send it back to "need to  
revisit".  -Tim
