The current draft defines two types of collections based on the
types of members. There are Entry Collections which just contain
Entry members. Then there are non-entry (or Generic Collections)[1]
which allow members that have any type (images, pdf, etc). So question
#3 boils down to, can I POST a picture and control whether it is 'draft' or
'published'.

So what you really mean is, "Non-entry resources MUST support control data."? It was the "collections" part that was confusing me.
