Time for a new draft

<co-chair-mode>We think that the WG has basically achieved consensus  
on a lot of the discussions that are in progress (with the notable  
exception of the MUST-ness on what comes back from a POST).  So it's  
time for the co-editors to capture that consensus and produce a  
protocol-09 so we can do a level set.

Sooner would be better.

By next Monday morning, 9AM Eastern, would be really good to avoid  
one of the periodic IETF cut-offs.

When can we have one?</co-chair-mode>
