Wouldn't we be better off defining the behaviour, so servers can be explicit about it? E.g. an empty <app:categories /> element means "I'll accept any category", while no <app:categories> element means "I don't accept any categories, thank you".

The server may still do whatever it wants with the categories posted in either situation, but being explicit about it makes the clients aware of this and they can then act accordingly (for example disabling the category chooser or something similar).
