That section of the spec has always read rather clunkily to me,
and while I am in favour of your qualification, it really pushes
the sentence into “barely-parsable” territory. How about the
following?

    Slug is an HTTP entity-header whose presence in a POST to a
    Collection constitutes a request by the client to use the
    header value as part of the URI of the to-be-created Member
    Resource.

I think that will tie fewer brains in knots. :-)
