11.2 edit-media relation

Whats the use of:

"If a client encounters multiple "edit-media" link relations in an Entry
and has no preference based on the "type" and "hreflang" attributes then
the client SHOULD pick the first "edit-media" link relation in document
order."

At the end of section 11.2?

Why is there a SHOULD? In fact why is there that statement at all? At
best it should just read that the client is free to choose any of the link.

It's not a big deal but it seems verbose for no added value IMO.
