If you wanted to explicitly specify that
"http://some-other-scheme-not-listed.example.net"; is an open set, you
should include:

  <categories fixed="no"
    scheme="http://some-other-scheme-not-listed.example.net"; />


That's not much use. The set of schemes is infinite.
