OK, since I agreed to be the consensus shepherd on this one, I propose
the following. Let's allow till July 7 (2 weeks plus the Canada/US
early-july holidays) for discussion. There are two kinds of consensus
in play: First, whether the IETF should bless something substantially
like this at all, and second, if so, whether further changes are
required. On the first one, my observation so far would that there
is pretty good basic consensus, so any fundamental opposition should
be early and loud. On the second, I don't think we need to require
Paces, but change proposals should nonetheless constitute specific
edits to the language in multipart-01.
