That works for me. I would suggest one small change and allow a space
separated list
of options:

multipart="related"

multipart="related form-data"

But have the current spec only define "related" and that the attribute
is a space separated list of values without
defining any of the other values. That way if someone defines a new
way of using multipart/related, such
as allowing thumbnails, then they can write a spec which defines
multipart="related-thumb", just as an example.
