in my opinion, if  you add a new category to an entry and this category doesn't exists in the categories' document, the server should add it automatically.

another possibility would be to simply treat categories as a collection of their own, and apply atompub processing to them. this is of course less lightweight than the specialized "category collection" defined by atompub, but on the other hand it utilizes functionality defined by atompub anyway. for retrieving categories, you would then have two possible "views", own as a category document, the other one as an atom feed.
