Yes, the Pepys' Diary example aside, this is and always has been my
interpretation of created vs. issued.

I do think that some questions may still remain regarding modified's
association with change of content vs. publishing of the changed content,
and though I'd prefer to side with Dublin Core's apparent association with
the making of the change, I could certainly see how a more "issued-oriented"
version of modified would likely be more useful to an application.

Perhaps there is another term in DC that can cover that need? (I'll be the
first to admit that while I am familiar with DC I am not a super expert on
it). Or perhaps we might need to create/adopt another term to cover that
need?
