This won't work for newsreaders that display multiple posts within a
single HTML page:  not only could specific CSS ids collide, but
different authors could have different interpretations of how, say, <h1>
will work.

That aside, it seems natural to use the same multiple-content model
people have been proposing in the past (for including images, etc.) that
allows external references as well (for including large images, etc.) 
for CSS data.
