It seems that what Don is saying is that if we simply reused
the element names, reused the basic structure, and gave a
set of rules to codify behaviour then he'd be happy with it. I think
that's obviously wrong albeit a popular statement.
Experience, and common sense, tells us that you can't
tighten a format after it's launched. Rules tacked onto existing
formats are rarely followed. RSS is loose and ambiguous and
one of the goals of Atom is to be as unambiguous as possible.
Lots of mistakes were learned from watching the evolution of
RSS usage.
