Not providing a way for clients to distinguish between item IDs and links
will only hurt Atom in the long run. Consider this implication: a client
that comes across a @href that it knows nothing about (is not the ID of any
item it has in its cache) will either need to decide it is an ID (and always
not download the item), or take a chance and try to download the item even
though it's really an ID, in which case it might end up with an exception
(because there is no protocol handler for the scheme, or the server is
currently down) or perhaps end up with the wrong item, etc.
Isn't the purpose of Atom to get rid of these ambiguities?
