I'm still not sure what you are trying to achieve.

Which means nothing if they look like crap when
displayed by aggregators. The XML APIs in the .NET
Framework can give you two things, the text before XML
escaping and the text after XML escaping has been
performed (although in the next release we'll be
pushing APIs that don't give you the text as entered
since it is a syntactical inconsequentiality). 

After that has occured an aggregator can decide
whether to further escape the text depending on
whether it is textual content or html content. 

Your option 2 fails because it claims it is textual
content so needs no further escaping beyond XML
escaping when in fact it does.

My dungeon will have its own qualified medical staff complete with bodyguards. That way if a prisoner becomes sick and his cellmate tells the guard it's an emergency, the guard will fetch a trauma team instead of opening up the cell for a look.
