Well there's no rule to deal with them. Shrook 1.x treats everything as HTML (not exactly by design), so the 'tag' will be stripped. Shrook 2 (coming soon, ladies and gentleman) will display the tag, but still treat the body as escaped HTML. Somehow both are consistent with the forthcoming guideline, sigh:

(Off topic: All that's needed to fix this issue in RSS is finally stating that title is text and desc is HTML. That seems to be the intention of the spec)

By the way, I agree with Dare. This feels to me like the right way to express this particular title. Anybody care to disagree?
