I am really suprised Atom support for aggregators registrering for notification events (push or subscription model) has not been pushed more strongly (I've only read scattered references in the wiki), as this would far and away reduce bandwidth more than any other technique as well as allow aggregators to actually be timely and thus useful.

Binary is going to save you maybe 30%, and I'd be surprised of more than 5% of the atom feeds will provide a binary counterpart. So if you want to save bandwidth, you'll have to be smarter than going binary.
