WebDAV would work just fine. All we'd need to would be to define some custom live properties that turn a given resource into a newsfeed resource.

In WebDAV you'd just PUT a separate image resource.


Alternatively we can probably encode images in "data" URIs, although clients may need specific support for that; and it will defeat caching (which you usually want for images),
