One does not preclude the other. If I host Atom feeds without an "Atom
server", then I can point errors at a dummy URI, a custom CGI, or whatever.
Meanwhile, those who *do* have Atom servers can point their errors at them.

Any error reporting mechanism shouldn't expect that there will be an
Atom-compliant parser at the other end. So even if folks end up POSTing
chunks of XML, they'll still need to include the most significant info in
the URL:
http://foo.com/error.html?feed=myfeed.xml&info=Encoding+error&line=365
