The Process document is exceptionally well-written. Pay particular attention to the requirements for being an Invited Expert in a Working Group, and the process for starting a Working Group.

In short, the charter doesn't have to come from another WG; generally, the Team has a large hand in preparing them. However, the Director does have to review it with the Advisory Committee and then approve it himself. Then, there has to be a call for participation to the Membership. The chair is chosen by the W3C (i.e., the Director).

Maybe my spam filters are totally acting up this day but I am confused as to who Eric was addressing or where that address was sent - that mail was forwarded here, right?


Now we have to stop and wonder about which foster home to go to. I have the following questions wrt the W3C:

- is this expected to go under under the semantic web activity?

- what's the expected criteria/process for choosing the chair?

- what's the expected criteria/process for choosing the wg to form the initial charter?


As for the process for choosing IETF or W3C - my working assumption is that it will be discussed and decided on this list.
