Indeed. I've been a member of three WGs, and have never been involved
in a vote.
Just for completeness, note that it does happen. A *close* vote is
cause for particular concern.
Uh, I find that I don't know what the story is over in the IETF...
would Paul like to enlighten us as to what happens when consensus is
