I see Atom as a subset of a more generic framework for "resource
changed" notification (HTTP Events, mod_pubsub) and, for the most
part, a single media type of a more general WebDAV approach to site or
content management.

More specifically, Atom is a concrete profile of these things that can
work "now" for a popular genre of tools while the more general case
sorts itself out.
