I think the sentence you surrounded with parenthesis is an extremely
important one. I think this should go for everything in Atom. External
references are evil. Do referencing as much as you want, but always
include the most important parts of the referenced spec inside of Atom.
This makes the Atom spec a lot simpler to read, and of course; less evel.
