I do not understand what you mean by "override the default rules".  But 
it is required that implementations of RFC 3023 work correctly for Atom-specific 
media types (if any).

Are you proposing to allow UTF-8 only for atom and disallow the charset 
parameter for application/atom+xml (or some such specialised media type)?
