Is this list to be maintained by you, or when new proposals are 
created, should they be added to the list by the person proposing them 
(perhaps a section could be created on the page for new proposals not 
yet categorized by you, from which you could move them).

In PaceLinkPurpose, I created a section titled "Related and Conflicting 
Proposals" with links to ... well, to Related and Conflicting 
Proposals.  I think this would be a good addition to all proposals that 
would be affected in some way if another open proposal were to be 
adopted.  I'll get around to adding a reciprocal link in those 
proposals perhaps tomorrow, if someone doesn't beat me to it.
