I think it fits in quite well. A new semantic, so a new method. This is
how HTTP is supposed to work...

It is important to this group if we need to refer to an error reporting
from our spec -- we'll need a normative reference. Even if we don't do
that, we still want to provide a "best practices" guide, and that should
refer to any mechanisms for reporting.
