Yes, there is some precedent. Some WGs assume that no one will
implement until it is clear that the Internet Drafts are stable; some
WGs actually make it impossible to implement by withholding IANA
values until after the IESG has approved the standard.
In this group, there is ample precedent of vendors implementing to
early drafts; heck, that's why we have so much software that reads
0.3. Because of this, it is important to let vendors know when the WG
thinks it is done or close to done. We can leave the "do not
implement" flag on until the WG thinks it should be taken off.
