All probably true, but the specific *date* of Halloween apparently 
was set in the US, and changes in other countries. Tim was referring 
to "the last day in October".

Fully agree. The IETF strives mightily to make that so. In recent 
years, the IETF meetings have been outside the US at a rate higher 
than the percentage of non-US participants for this very reason. See
