All probably true, but the specific *date* of Halloween apparently was set in the US, and changes in other countries. Tim was referring to "the last day in October".


Marginally on topic - the location of f2f meetings should take into account the fact that there is a world outside the US.

Fully agree. The IETF strives mightily to make that so. In recent years, the IETF meetings have been outside the US at a rate higher than the percentage of non-US participants for this very reason. See <http://www.ietf.org/meetings/past.meetings.html> for more info.
