Pesky little nomenclature nit.  Can we change that to «mark an proposal 
"Accepted"».

I'd like to clearly distinguish this from the secretary marking an issue 
as "Proceed", which means that it is time for the WorkGroup to pass 
judgement on it.

"Rejected" and "Revisit" are other potential outcomes.
