Work Queue rotation #1

First a general word of congratulation to everyone; it appears to me 
that we're making progress in learning how to move along.

OK, with reference to the current issues list:

Paul and I think that we have rough consensus to hand the following 
over to the editors and ask them to pour 'em into the drafts:

We don't think we have consensus on this, back to to work queue:

PaceLinkConstruct

We think there's consensus on PaceLinkRelated at the conceptual level, 
but obviously the syntax is dependent on PaceLinkConstruct; so why 
don't we take that off our work queue and add it to the editors', 
presumably they'll do the right thing when we sort out 
PaceLinkConstruct.

If you disagree, you already had a chance to say so [and provide 
alternatives].  It's perfectly possible that there was significant 
pushback on one or more of the above and Paul and I just missed it.  If 
so, speak up.  But don't sweat it too much, if it's not a big deal let 
it go into the draft and then we'll have something concrete to 
criticize and propose diffs to.

The next step is, our exalted WG Secretary Mr. Ruby will pick a couple 
of items off the work queue and schedule them for us to focus on 
intensely.  -Tim
