New AtomPubIssuesList for 2004/06/29

I'm recommending AtomApiContentNegotiation, PaceLinkRelExtension, and 
PaceGraphicElement for closure; PaceIntrospection and PaceEntryOrigin to 
proceed.

Now that much of the low hanging fruit has been cleared, I expect to 
schedule issues in much smaller batches.

I've also added all the new proposals to the "Revisit" list: in general 
I don't expect for proposals to make their initial debut in the 
"Proceed" list.

Until I hear definitively back from the chairs, I've conservatively 
placed PacePersonConstruct back in the revisit category.

As always, if you have an opinion about these recommendations, please 
express it on atom-syntax.
