I think this is the problem in too many cases. From what I can understand, Randy Charles Morin has investigated into this, and apparently, there is lot that can be done with Microsoft's RSS feeds to improve bandwidth waste:

Maybe the Atom protocol specification should have a section regarding optimalization, both server- and client-side?
