Yes. Everything is published initially, not everything is later updated.


Technically true, but it's not much of stretch to think of initial publishing as the first "change" that the publisher wishes to bring to the attention of subscribers. We COULD call the element atom:last-time-something-happened-to-this-entry-that-the-publisher- really-wants-noticed, but it's easier to go with the less technically precise, but much shorter atom:updated.

Whether to require published or updated is a decision best based on two factors: which would be most useful, and which can be most reliably provided by publishers.
