Due to the time difference and different working habbits, most of
my comments have been made by others. However, there is one thing
in the next sentence I don't like:

    1. An Informational RFC specifying the requirements for representation of
       International Character Sets in DNS names and records. The document
       should provide guidance for development solutions to this problem.

The emphasis is too much on ``Character Sets''. I do think the
problems is not limited to Character Sets only. There are also
other aspects to consider, such as writing order, operational aspect
etc. Maybe we should change this is somewhat.
