[idn] update

Hi,

1. (IMPORTANT) Mailing list has been changed from ietf-idn@xxxxxxxx to
   idn@xxxxxxxxxxxxx Subscription at idn-request@xxxxxxxxxxxxx 
   All current members has been transfered to this list.

   For the moment, all mails thru @idns.org will forward to @ops.ietf.org.
   But please try to use the new list from now on.

3. Updated charter with the latest modification on the webpage.
