I think this is too vague. And "may" include punctutation and symbols is going
to be a problem which is going to haunt us later.

Then we should deal with it in the protocol document. Do we really have a technical requirement here?

Actually, I see no problem with that. It is as unlikely for you to be able to input that as it is for you to be able to input U+0C20.com ("Telugu letter ttha".com).
