I see no reason to exclude the X3.64-1986 control characters from
the US ASCII definition for the simple reason that RFC-822 references
X3.64 not some arbitrary subset of it. To make such an exclusion
risks losing backwards compatibility with the existing specification.
I think the headers are getting too complex and will be an implementer's
nightmare.
