Yes, the notion of fixed width is for all these signature blocks I
receive with fancy formatting.  Some have their names constructed from
slashes, dashes, and what-not;  some have two-column effects; all come
out lousy on my user agent with proportional fonts.

But rather than treat signature blocks separately, I would propose
that any needed functionality--such as fixed-width--be available 
everywhere in the message.
